The vents in my truck dont blow heat or any air out of them for that matter.

If i turn the heat on and go down the road heat comes from the vents but not with any kind of force.

When i put the switch on heat i hear a little noise that sounds like opening a Dr. Pepper bottle.

This truck has A/C but the person i bought it from took the belt fro the compressor because he said it made an annoying noise.

Did this belt make air come though my vents in the cab?

That hissing noise is a vacuum leak from the heater control or its vacuum hoses.
That is why You are getting no air from the outlets.

Get behind the dash, and look for broken, disconnected vac lines. First, pull the HVAC control panel, and make sure everything is connected. the vac lines come together in a plug, make sure that has not come off, then trace each line to the vac motors down on the HVAC box.
