EGR tests good, but code 32!

According to the post office my ALDL device was supposedly delivered today (at least thats what their tracking says). If its really there when I get home I'll try to get it talking to a Win10 laptop this week.

I tried idling it and manually pushing the diaphragm. It nearly killed the engine both times I tried this, so I think the intake passages are clear.
I tried getting the solenoid to provide suction on the outlet side by first revving the engine to about 2k and then jumping the A-B ports - neither seemed to create suction.

You need to be in gear and give it a little skinny pedal to get “off idle” to see if the solenoid is putting vacuum to the EGR valve. The TBI ECM knows when it is in gear and when it is in park/neutral.

I feel the problem lies somewhere between the ECM and the solenoid.
- I know tubes from the TB baseplate to the EGR are good.
- The new EGR works properly.
- The EGR intake passages are clear.
- The new solenoid functions properly.
At that point, I'm guessing it's wiring, or relay, or ECM issues not telling the solenoid to open.

I can drive it locally, and as long as the drive is stop-and-go or on the highway for less than 10mins, I get no SES light. But if I'm on the highway (above 2k) for more than 10 mins, the light comes on - which I assume means it's warmed up and in closed loop at that point.

I don't have a scanner. (Contemplating a non-phone one...) I've traced a little bit of the wiring back to the relay and it all looks good. I'd really like to properly fix this issue b/c everything else about this OG TBI 305 works well. But I'm a bit out of my league when things get this technical.

you can follow the diagnostics in post 11 without a scanner. have you tried that?
