4-Bolt 400's have three freeze plugs on side, 2 - Bolt blocks will have an extra ridge.
Drilling the steam holes is no big deal. When you buy aftermarket heads, they'll usually drill them for free. 20 years ago, I think the shop I worked at (PAW) we charged $10.
Back when we were street racing, we'd use a 350 balancer and add weight to the crank so it would look like a 350 and not a 383/400.
Block, crank, rods are all different but everything is interchangeable to build the combo you want. I've destroked them to rev high and offset ground them for more torque and inches. 400's are the best in my opinion!
