im looking for the chrome ones like the top pic ones but don't see anything but the rubber inserts for them not the actual guards listed on any of the resto parts sites

No one is reproducing the chrome bumper guards. As you stated, you can get the inserts though. I found a guy on ebay that was selling a bumper with the guards and asked if he would just sell the guards. Luckily he was willing and I got them for $50. Ultimately, I will get them re-chromed when I paint my truck and get a new front bumper.
