Something like that I don’t think I’d mind too much, the stuff that just sits on the surface and is greasy/slick is a no.I use tire "shine", but I specifically look for the stuff that soaks in and just makes the tires look like brand new. Deep black, not shiny.
Cerakote?I hate that clear coat some car lots use. Turns yellow over time and flakes off all over.
No cerakote is a hard coating like powder coating but I think its thinner. Commonly used for fire arms and tools maybeCerakote?

That sounds totally correct. And definitely looks like poopI think they often just use clear lacquer in a spray can? That's why it turns yellow, flakes off and looks like poop.
This. Chemical Guys has a good one that I use, soaks in and just looks natural. I'll go back and wipe off the excess after about a half hour too, works perfect.
