Delayed/Loose Turning

There is a lot of play in my steering wheel and when turning right the truck will occasionally not respond until its turned quite a bit. I've replaced the steering gear, the steering shaft and tire rods with no changes. Before I look into changing out the pitman arm has anyone experienced this...

Starter Rubbing against FlyWheel

Rub seems consistent all the way around although I haven't laid underneath while cranking the engine. Original starter is pictured in main post above and seems to have been filed down either from the rubbing it by a machine. The starter was replaced with the oem manufacturer but with the starter...
