    Pretty sure it's for the cruise control module. It doesn't actually physically hold the pedal in place but is the electronic module mounting spot IIRC. throttle on an '84 would be held by a vacuum servo on the firewall side of the carb next to the distributor.

    I always assumed an efi wouldn’t diesel because the injectors turn off. No fuel = No dieseling. I guess it could be your throttle plate or a vacuum leak.
