    If the charcoal filter gets clogged, this can cause a filling issue. Purge valve (on the charcoal can) could be bad. Fuel vapor okay, if raw fuel gets sucked in it will melt the charcoal.

    No, not correct. The loop is to keep the spring in place. Yes it should lean on the shoe, that is what holds it in place. Really it can face up or down, which ever way puts tension on it to keep it in place. You don't want it to interfere or touch the shoe return springs or the back plate.

    Local salvage yards may have the caps you want. Small yards may not be on the internet. Most yards keep any and all wheel covers and caps they get, even when the units are gone. Caps are easy to store.

    ^^^ What @goldpack said! 1999-2006, after those engines GM had deactivating cylinders. Early ones had issues. Don't see you getting the MPG you are looking for with anything else unless you go much newer.
