You're not in CA either. It's a whole different animal with the strict regulations. If it were a pre-75 rig I would definitely say do whatever, but even then, if I recall correctly you still have to pass to get it registered, so there we fall back to having factory installed components, whether to pass as an original setup or having all of the modern bits and pieces which is even more stringent than the old stuff, just more readily available.
"Not in california" is a whole different discussion. What I said is specifically BECAUSE it is california. You can upgrade to a newer model year engine as long as it is in the same or better emissions category and you transfer ALL emissions equipment. So that would be the entire exhaust from the manifolds to the second O2 sensors and the vapor recovery system. All of those components bolt right into a square. That's where I got all the things I put on my 1980 K25 pickup.

All he needs to do is find a donor that he wants to use and then take his VIN number and the donor VIN number down to the smog referee. Run the plan by the referee and they will bless it off or say you need to adjust the plan. Once everything is done, you take the finished product into the referee and they will put an emissions label on the truck saying it is legal. There are several threads on this forum and on GMT-400 forum discussing this exact procedure.

Maybe we should change new member posting to be like new member classifieds. They can post replies, but can't ask questions about their own truck for 50 posts.
