A good paint cleaning, take a red 3M scuff pad then clear coat it. A red scuff pad is super quick and equivalent to 400 grit, just don’t go great gonzos on scuffing, avoid finger grooving, use backing. May take more than one to scuff entire vehicle.

I’d caution against this. Idk why you’d take 400 grit to any old soft paint unless you were just trying to obliterate it completely.
That ain’t cleaning, that’s sanding and the paint is already thin if it’s original and you’re trying to make it shine, not prep it for new paint.

Not a lot of options. I like linseed oil but clear is more permanent, not many options.

Sad Sack is right if you want the paint to stick if using paint, need to sand of scotch brite ALL sirfaces that will pe painted. This is done so the new paint has something to adhere to. I have been painting all my life, not professional, and I can tell you paint it like Maaco, it won't last. If it is too much work it would be better to do nothing.
