Only th350c , 700r4 and 4l80e(91 only) as used in these trucks have lockup. Th400 is non lockup 3 speed

Well, I guess the good news is there is nothing wrong with my TCC and I didn't waste any time crawling all over this truck trying to figure out what was wrong.

Of course, the bad news is I don't have a TCC.

Thanks a bunch for your help on this.

454 - Turbo 400 - 3.73
Turbo 400 NEVER had a lock up converter. Th350 with lock up converter, actually know as Th350C. Same trans, different pump, valve body and input shaft. There was also the Th200 Metric disposable transmission not even worth mentioning, then the 200-4R and the 700R4 that had lock up converters before Electronically controlled transmissions.
