Suburban Tailgate - Glass won't go higher than 2/3 full stroke

My first big project on our Suburban is to get the tailgate to work, in the 6 months we've had this truck we've never been able to use it as it needs to be used.

So, I purchased all the parts to convert from the powered tailgate and converted it to a manual crank from LMC. I got the everything swapped over and can articulate the glass up and down with ease, until I get about 2/3 the way up. Once I get there it feels like there's some sort of mechanical bind, the glass just stops moving. I was wondering if there was a safety switch on the latches? The tailgate closes and both latches are fully engaged. I felt around inside the tailgate and nothing felt like it would bind, but I also had the glass in so I couldn't feel behind it.

There is a safety switch on the electric window tailgate, but IIRC (been many years since Dad and I rebuilt one) it only keeps the window from functioning IF the tailgate is down/open. We had to bypass this switch to run diagnostics on power window 'gates that we had issues with. We never had a Burb with manual window in the 'gate so I don't know how they compare.

I unplugged the safety switch, but left the "guts" in. I'll pull the glass tomorrow and see if I can get a better look at it.

Following back around on this, if anyone has a similar issue, check the bend on the regulator arms. I don't know if shipping damaged them, but they were pushing the window into the latch mechanism, and the latch was catching on the channel that holds the bottom of the window.
