I haven't read the relative laws, but it may be not every prohibition possible is in play, regarding licensed things.
Keeping in mind, our laws work like: We The People may do ANY act not, lawfully, proscribed.
Mindful of that, if there is no law prohibiting someone from giving emblems away, they can, with impunity. Were the licensing entity to harass and sue, they could be counter sued, based on they are not protected from, for example, people giving away things they printed for their own use, such as prototypes (e.g., PETG emblems vs resin, vs. . . ), any more than they are protected from the resale of such items that, originally, came off factory rigs.
For example, I didn't tip the gal. I did buy her cheap pencil from her. She could have given me an emblem. . . .
