Part Identification possible EGR solenoid?

Was trying to remove the thermostat on my 1981 K20 M code 350 and accidentally busted some sort of vacuum solenoid that has a bracket off of the thermostat housing. I have tried searching the web and watching videos to figure out what this thing is but cannot figure it out. Any help would be appreciated. Car is originally a california car and the gvwr is 8600#. I am registering it in Missouri so at some point will remove the smog gear but i assume leaving parts like this mystery valve off may result in her running rough.

Throttle Return Solenoid - GM 1997479

The Parts Place web site:$59 plus shipping. Their eBay site is $69 w/free shipping. This valve controls the pod in the second photo. My under standing it activates under deceleration between 1500-2000 rpm to prevent backfires on trucks with HD emissions. This is not the same as 1/2 tons with the electric kicker to bump the idle with A/C trucks.
