It says you can manually lock the converter in second or third for towing not sure how that works, I probably wouldn't do it, but it looks like you have the right kit for a 700r4 in a vehicle without an ecm. The switch locks up the torque converter for 4th gear(overdrive)

there are couple of ways to wire it. internally 700r4 has a 4th gear switch. It shorts when 4th is applied. Torque converter lock up can be wire through that switch, followed outside of the vehicle by to disconnect switches. One switch is a manual toggle switch and second is the brake switch.
Another option is to use vacuum controlled switch that earlier pre ecm truck got equipped with.
