Horn contact button spring was bent. Sticks out one second, then when you twist it it drops in further than needed to make contact. This switch isn't even that old.
I have a new switch that I'm going to install, hopefully that spring is better.

Took it all apart and this is what I found.. yes, I pulled the backing out to pull the spring it wasn't outward like that when I pulled it apart.

So I replaced the switch plus installed new relay and it works perfect :)

My problem was the spring loaded power button on the turn signal assembly. It was bent keeping the contact button from touching the other contact. But the relay was bad as well.
