It almost looks to me like a bumper bracket. Just because the grill support brackets are usually bolted to the area around the headlights.

I have the two larger ones for the grill, but these are also listed as grill support brackets. Don't think they are for the bumper because there not too heavy duty. Totally got me stumped and I can't seem to find anything out through searches.

Those bolt down low on the core support, about where the lower filler panel meets the fenders.
