Fuel issues and electrical problems

I am having a slight issue right now that I can't figure out. Maybe someone can help me. I bought a MPE16007 fuel pump and a FG05M hanger for my truck, Everytime I turn the key to ON not RUN, I loose about 1.5V do I need to wire in a relay or no?

On a completely second problem, I ran new fuel line (hose) from the drivers side tank across the frame to the stock fuel rail and to a bypass regulator, and i'm flooding the carb. along with a possible voltage draw with the key off? Any suggestions would be greatly appreciated.

What does the voltage go to when you start it? That's the more important part.

A fuel pump should have a dedicated 12v source from the battery through a relay,that way you are assured of sufficient voltage and amperage. How are you getting 12v to the pump now?

Just a 20 amp fuse wired through the ignition circuit

Wired to the fuse box the coIL? Other accessories or loads on the same circuit. Especially no if it's off of the distributor hot lead.

Get a 4 prong relay use a fuse and some wire to get power at the battery positive post to terminal 30 on the relay. Terminal 87 on the relay goes to the pump. Hook #85 to the alternator exciter wire hook #86 to ground. With that arrangement the fuel pump will only run when the truck is running. If you run the carburetor dry you will have to prime the carb to make the fuel pump run. If you are worried about it you can add a prime circuit to the above. Run the starter solenoid terminal r to the pump hot wire that will give the pump voltage while cranking.
