Clutch Fluid Reservoir Rubber

In replacing the slave cylinder I was filling the reservoir and noticed the rubber looking top hat. Now I don't remember how it goes in. Also how much fluid goes in with that rubber in there. Please school me on this. Thanks

I may be wrong but I've always tucked the rubber all the flat to the top and put as much fluid in as possible without overfilling it.
