It could be a number of things. Fuel pump could be out, or there could be a blockage in the fuel system somewhere.

First thing I would start with is see if you're getting fuel to the carb, you can do that by removing the end of the fuel line that mounts to the carb and turn it over to see if you are actually getting fuel to the carb.

If there is no fuel at the carb remove the feed line from the fuel pump which is just a rubber hose, if you have gas there then its a pretty safe bet that your fuel pump went out. If the fuel pump has gas leaking from it the diaphragm inside is probably rotted out and the pump needs to be replaced. This is also a good time to replace all of the rubber fuel hose you can find, its pretty cheap and can keep you from having future problems. Also a good time to replace the inline fuel filter.

My guess is that its a fuel pump but just work your way through the system to eliminate any other possibilities before you just throw a fuel pump on.

In the same line of thought, what kind of shape is the fuel filter in?

Did you look into the carb and move the move the throttle linkage to see if there was gas squirting into the intake?
