Duplicolor vinyl and trim + Clear coat?

ow do you remove, treat, and slow down.....
The areas inside the door but on the cab side has a line of rust from top to bottom. If im looking at his correct, I would think there was originally some type of adhesive? Whats the best way / tool to use to remove. Then treat the area and replacing the adhesive if there was any in this area... -
Rear pillar panel / seat belt bolt
