I could use some input on this. I have a '73 K20 4x4 with a bumper mounted trailer ball. It has a rebuilt small block 350 and 4" lift. How much weight can I safely tow? Dual tank issue

Odd interior fan noise over 40 mph in center of dash
I have a 1973 K20 4 x 4. I had a new engine an AC compressor installed. All works fine but when I get over 40 miles an hour I get a whirring like a freewheeling fan in the center of my dash. E brake light not on when engaged
When I turn over the engine the E brake light turns on. But once the engine is started .. with E-brake on ....the light goes out. I'm not much with electrical so any help would be appreciated
