Help Again?

I have a 1977 chevy cheyenne 350 5.7 liter small block chevy. I've replaced the carb and plugs, wires, cap and rotor. And still runs rough in the mid 2 to 3,000 rpm range. Any thoughts?

Trying to register my 1977 k10 chevy in California but they won’t smog it. Because it doesn’t have the original air filter on it and it is 50 state legal and past smog in Washington for a number of years
