    In the picture you posted the parking brake is applied. Here is what it looks like with the parking brake not applied. Look at the parking brake lever and the cable in your picture has coil bind as it does when cable is applied.

    Buy bedsides as was mentioned. You will spend way more time and money making those look right. If those sides are decent someone will buy them off you. That should help lower the overall cost. These beds are bolted together with a couple small welds.

    Tension the belt normally. Start the vehicle and with it running take a tire crayon, regular crayon, candle, anything made of wax and hold against the V part of the belt, not the top. If the noise changes it is the belt. How old is that belt? It may be as simple as the belt.
