    I think the headlights are on a circuit breaker instead of a fuse. so if something is shorted it gets hot and trips, cools off, and then comes back on, and then trips again when it gets hot. I'd be looking at wiring issues, particularly a short to ground in the high beams if the low beams work...

    Looks like A6 comes from ECM I fuse to ECM. It should only be 12v with key ON. If the fuse pops on key ON. You have a short to ground. I had an issue one time where ECM I was shorted to ground on a wire running to the TCC solenoid. Sometimes odd things are powered in odd places....

    seems I remember somewhere about issues with Bosch O2 sensors not working well. constant .45v means the ECM and wiring is ok. but for some reason the O2 voltsge isnt changing. I'd try an AC Delco O2 and see if that fixes it.

    I was thinking there is a free version of tuner pro? you could at least maybe check the O2 voltage by backprobing to see what it is reading. and then unplug it and check the voltage at the connector. it should be between .35 and .55 volts

    remind me, do you have a scanner to see O2 sensor voltage and fuel trims? could be that it is actually lean, and fuel pressure needs to increase. could also be a bad O2 sensor or a wiring issue in the O2 harness.
