    Find the turn signal switch connector. Find the black wire in the connector. Use a fused test light, ground the black wire. The relay should click, ideally the horn should sound. If so, the problem is above the turn signal connector (most likely in the wheel)

    The fuses are powered on one side by a common buss bar. Then the other side of the fuse powers the circuit. Make sure ALL the fuses are good, and more importantly, none are missing.

    I swapped a 105 amp CS alternator onto my Olds 20 years ago, I have never slipped the belt. The alternator came with a pulley for a serpentine belt. I was kinda worried about belt issues when I swapped to the V belt.
