My '81 Custom Deluxe with a 250 had the same actuator but that was long ago and don't remember. Looks like it opens and closes a valve on the exhaust. Can't tell from the photo. Exhaust definitely.

I believe that is the EFE valve. Basically a vacuum actuated exhaust valve that's part of the emissions system. See below.

When it is pulled "on" by vacuum, it opens a flapper that allows exhaust gases to heat the intake manifold area right below the carburetor. With no vacuum, the spring inside pushes the flapper closed, like this:
