SI'd bet the cylinder walls have some rust and stuck rings which will also keep it from rolling over. Doesn't mean its a lost cause...

I think the best I did was 26 mpg. Normally around 22 mpg or so. That's 4.3L TBI, MY6 manual overdrive, 3.73 rear axle and P235/75R15...
