Man dont let them Goobers take a torch to your tires dude. Wrap a comealong or strap around the outside diameter and crank it down to push the bead out. Hell you could do it yourself and save some money. Once you get it close kick the back side of the wheel into the tire so it grabs a little and with the tire standing up spray about 10 seconds worth of carb and choke cleaner inside the tire, then quickly spray a line from the inside out to the edge, then hit it with a propane torch. It will pop the tire onto the bead just make sure you got your air hose ready to fill it up because as the air quickly cools inside it might draw right back off the bead.

State Troopers here might pull you over and give a warning for mud flap requirement. The city cops wouldn't do anything if they seen it, knowing if they need an ace in the hole to pull you over someday if they suspect DUI, they'll use it for that, but not ticket you for it. Cops around here let things slide all the time, just so they have something to use in the event they suspect something else. People drive around with fog lights on all the time, with no problem. Coming home at 3am, and your fog lights are on, you're getting pulled over. Just to see if you might have been drinking.
