Sumbish its working good. Bubbles are coming up all around the head, and the water is even moving in a circulating motion. This thing is cookin !!! I think its gonna be good good good !!! I sure hope, my expectations are going up. This was 18 minutes in.

Dude, what a difference that steel ring makes!! 
Can you skim that **** off the surface somehow? Like with a plastic window screen or something? Man, I bet you could make a tank with an overflow that automaticly skimms the surface water off into a catch tub and recycles the water. 
Do you think it would help the process to infuse more oxygen into the water?

These are the before pics, right HR?I'm not real impressed this time. I am to a degree, but being an experimental type project, I probably should be. I also think I learned a few things this time too. Here's a list of what I thnk I figured out this time.
1. The bigger charger at 40amp, did help the process work quicker.
2. Washing Soda certainly does work better than Baking Soda
3. This process DOES NOT remove the grease. I'd have better results if I had cleaned all the grease off first and let the process concentrate on the rust.
4. I should have checked the Electrode, in this case, the channel iron and cleaned it off somewhere in mid process.
5. I noticed it cleaned the side facing the electrode much better, so yes, its best to use an electrode that can be on at least 2 sides of your project being cleaned.

No, those are actally after the first attempt when I didn't clean off any grease or anything. I also did not have the head surrounded. It just didn't turn out well so I aborted. Now I think I got the right forumla going on.

This process also cleans up those water jackets inside too HR? You think any of this crap gets stuck inside the heads anywhere?

You bring up a good point 89S, I wonder if there is a way to skim that stuff off, and it would make a difference. As you can see now, if it needed oxygen, its getting choked off now.
A close up of the **** !!! Its still showing mega bubbles flowing, but I can only see them in what couple small areas are left and not covered with floating rust. I think the clean areas are only there cuz of the moving bubbles pushing the rust away. Think I'll wait to the 2hr in point, shut it down, inspect, flip the head, and clean the steel and start it back up again.

Hell yeah, it'll clean inside the head, the parts we can't even see. Where the water that becomes electrolyte can go, it'll clean and pull that junk out and float it to the top. I always run a water hose, like I did that block, thru the water passages to make sure anything loose could get flushed out. I was amazed at that block at how clean the backside of the cylinders were looking down into the water jackets.

Yes, this is best I've ever seen something cook so far. I thnk its cuz I have my steel surrounding the head completely instead of the steel on one side. Apparently, the cleaning process works on line of sight. So whatever is facing the steel is what gets cleaned first, then it works its way from there. Doing it this way, its cleaning the whole outside of the head, then working its way to the center.
