What is this part I found under the dash?

Hey guys, I was under the dash of my truck today fixing the windshield wipers and found this part. I've never seen it before and looking up the number didn't seem to help. What is this thing? Also bonus dumb question, I fixed the wipers, how do I activate the windshield washer sprayer? Lmao.
Edit to say the truck is a 1985 K5 blazer.

Wiper delay module? Someone with knowledge of that will chime in soon. But the delay module is my guess.

That’s different from the delay module that was in my 91. It looks aftermarket to me, third party name without GM insignia.

It's funny that I was working on wipers and this mystery part is something for the wipers. I looked it up and it is a delay module. So new question, where do these plugs that come out of it plug in? They were unplugged when I removed it so they have never been plugged in since I've owned the truck.
