th 350 wont go in to first gesr

I have a friend that has a k20 4x4 with a th 350 he says it starts out in second gear and shifts fine into 3rd . i didn't think this was posable but i was thinking it could have a bad governor spring or something. and ideas . I think he said he manually shifts it to first but it starts in second .

well is he for sure it's 2nd to third? the shift kit I put in my monte carlo shifted so fast from 1-2 and then 2-3 it felt like only one shift.

I know a sticky governor in a 700r4 can cause a 2nd gear start, but only after it gets stuck in 1st and you play with the gas to get it to shift into second. And if you manually shift it into 1st, it will do it. I've had that happen with two different trannies.
