Speedo Issue

The odometer works on my '86 but the speedometer does not.

Should I just assume I need a new speedometer or is there a possible fix?

Broken spedometer would be my assumption as well. If you want odometer to match then the replacement spedo would have to be taken apart to change the miles. Likely same as fixing the original.
