Never noticed that panel before, it looks structural, like extra bracing to make that section stronger rather than a heat shield. Heat shields have an air gap behind them and that looks to be flush in places.

its about 3/4 of an inch off the wall with no air passage into the cab and an open passage on the bottom

I'm thinking heat shield but I'd agree it looks close alot of places, but if it's got a gap it's a heat shield.
