77 C20 Dead fuses?

After searching and looking at diagrams on here and in a Haynes manual I am stumped and need some guidance. My problem seems to be that I don't have power to constant hot accessories . The truck starts lights work etc . But I do not have power to batt terminals in fuse box , no power to wipers ( separate issue ?) Radio doesn't work. I have checked fuseable links and have power to junction box, but only have 1 red wire from starter to jb. splits and have 2 wires to back off fuse box, after heading over to alt and back.1 Red wire goes to blower motor relay. I have a short wire (red ) off of left post of jb that goes to a circuit breaker and off of that an orange and black wire goes into cab to a gizmo on lower part of steering column. I have power in to this . There are multiple wires on this gizmo . orange/blk into this and 8-10 wires out. I know this is confusing, and without pictures its worse, but what I'm looking for is "hey dumbass try this ".

Here a few pictures . Maybe some body can tell me what the org/blk wire off the circuit breaker does ? It goes to steering column. But low on column.

That's a whole bunch more then should be there. That doesn't look like a factory set up going into the firewall like that. Power should go threw the bulkhead connector.

FIXED. Ignition switch had wire off of it .
