I don't think you should be having that problem. It's almost as if you might be having a bleeding issue in the valve body. Valve do wear in 700r4.

Hope I can help... in od the torque converter should lockup drop the rpms down a lil, which in turn puts a lil more load on the engine. Do you have a vac gauge? If not it's get one and hook it up. The lockup solenoid is more than likely what's making it downshift while in od since a difference of 500 rpm is the given value.This is verified by the vac gauge. Once the vacuum drops below 7-4 inches it kicks off the lockup feature, then it may even downshift into 3. What is your shift pattern through the gears? I set mine to shift out of first @ or just after 20mph per my trans dudes recommendation. Remember you'd rather it shift late then shift early. Also while in this test n tune trial period I'd get a big **** cooler for the fluid. Trust it will save the trans.. did you ever hook up the pressure gauge? Don't tow in od...
What is your cam duration as that will also play a factor as to y you have no power in od
