1 Barrel Carb question

I am planning on pulling the Rochester carburetor off my IL6 to rebuild it. Adjusting the float and the low & hi idle speeds is simple but setting the lean mixture is not (at least to me). I've been told by 2 different friends that all I have to do is turn the screw all the way in and back it out 3 complete turns. Is this good advice or not?

It is a starting point. A vac guage should be used for tuning.

If you don't have a vacuum gauge, while running turn the screw in slowly until the rpm's drop and start to stumble, then back off slowly till it reaches it's highest rpm and stop, this must be done only when the engine is at normal operating temps.

I can get my hands on a vacuum gauge. What readings will I be looking for?
