    Which fuse? if you are testing the actual fuse while it is plugged into the slots- yes. If you are testing the individual slots by themselves- no - should only be hot on one side.

    First I would check the bulkhead where it comes through the firewall. Make sure the 9-Brown wire(parking lights) is not switched with the 12-Tan wire (low beam headlights).

    Just an FYI- 1157 is dual filament bulb- the side marker light actually goes to ground through one of the 1157 filaments. Which filament depends on whether you have parking lights on or not. Sounds like when you switch out the 1157 bulb it isn’t allowing the side marker to ground properly...

    Probably not causing your issues. I wouldn’t ever say definitely not, strange things happen - but very doubtful. Sounds like the switch is wearing out, so it is smart to replace it.

    Forgot to mention- tail lights are a more simplistic setup than the front. It usually isn't difficult to change them to LEDs.
