If idle is smooth likely EGR is ok. How do you know the exhaust isn't plugged? A vacuum gauge can be used for that diagnosis. Does the CEL momentarily illuminate with a key on cycle?- fast 99

Know a test light is a crude test and would be a significant draw. Tossed that out because most people have one and simple is sometimes best, easiest. OP is doing something wrong [or a bad meter] if in series on the amp or milli amp scale shows nothing. May need to check meter internal...- fast 99

Try using a test light in series with either battery cable. If it lights =draw. Another way is amp scale on MM in series, however if draw exceeds internal MM fuse it will blow. 3rd way is with a shunt. But usually, one if the above methods should turn up something. An aluminum core replacement will work fine provided the fan, clutch, and shroud are intact, correct and working. Don't get why people remove the stat. Coolant will move too fast for heat transfer. If automatic, power braking many times will help with diagnosis. Load engine to 1/8th - 1/4 throttle, watch for bubbles in radiator. Think I have seen those in shops that work on heavier duty trucks. Another one is rail hoist. One in ground cylinder, beams running length wise. Designed for vehicles with solid axles both ends. Probably made for 40's cars. -

Yes, go back and double check tune-up, especially firing order. Exhaust leak can cause popping into exhaust, but you said it runs poor. Could be a valve problem, bad distributor cap, vacuum leak, base tune up, ect. Check vacuum is it steady? What is the reading?- fast 99
