    The only way I would do black on chrome, or do a black out is if you are doing it in a much lighter color, like grey, silver, white, blue, orange, or etc. There is a certain point with black paint it would look weird.

    The best way to brighten and have a nice finish is to have them vapor blasted. The only finish you will find better for raw aluminum is freshly machined surface with a clear over it.
