    My 1974 Jimmy with the SM465 trans has no locking feature for a shifter that is not there, or the steering wheel lock. I don't know if this helps.

    Look close at your meter, when you test the block without your jumper, does the meter show -12.1 volts. Some meters, it is hard to see you are not reading positive voltage.

    Panel removing tool. Lots of late model Fords I work on, all the plastic dash panels snap in place. For doors where the plastic panel is snapped into the painted metal door, I slip a shop rag under the wedge. No marks on the paint like a screw driver might do.
