    IDK if the tack weld is factory but I don't recall seeing the bulge on my buddy's stepper... I'd gamble the bulge was from repeated use of rachet straps hooked to the end of the bedrail which is evident by the tweaked out lip on the bedrail.

    A serpentine accessory drive from an early GMT400 (88-95) would be a fairly cost effective way of swapping to a serpentine, probably dime a dozen at a pick-a-part yard with all of the matching accessories. I'd probably buy a new water pump though instead of trusting a junkyard unit.

    Another vote for a driveline shop, if it can’t be repaired they should be able to cut the slip joint off, replace it and rebalance it. I’d gamble your double cardan joint at the other end is shot too unless the centering ball has been getting greased.
