Finally got to a happy ending. I loosened the nuts on the bolts holding up the tank a bit to lower the tank by 1/4 or 1/2 an inch in case the angle was too shallow for the filler hose. AC noise under throttle
In case anyone faces this issue in the future: for me it turned out to be the AC compressor. It cycles on and off every 15 seconds and when doing so it generates that sound that sounds like air being released. There's no evidence of any EVAP equipment ever being on the rig so I think your comment about open venting makes sense. The spill happens somewhere close to the middle of the truck, near the tank itself (so not by the filler neck). I think that reduces the likelihood that it's the hard lines...- texdave

Fuel pump has 3 lines, one from the tank, one to the carb, and a return line. Also, I just replaced the gas cap due to getting distracted while filling up and forgetting to put the cap back on so it's probably not that. I have no issues with either fuel leaking when the car sits in the garage...- texdave

When I fill up my stock 25 gallon tank at the pump, the pump stops/clicks as normal when full and shortly thereafter I can hear gas spilling. Missing air vent component?
Appreciate the responses everyone. @legopnuematic I took a look at my service manual and the "Plenum valve" actually refers to the valve/flapper on the cowl that controls the outside air flow. The part I'm missing is apparently the "Air inlet valve" which should open up when AC is on Max mode so...
