With the engine idling slowly restrict the air flow. Does the vacuum come up?
Look for a leak or carb adjustment.
The previous answer about checking timing chains is right on the money and is really the best way to check chain wear.
An aftermarket cam will affect idle vacuum also.

It's not a stock cam. The high idle is way too high by 3-4 hundred. Bring that down as low as it will stay running. 9-12 hundred should be good. It's hard to tell how it will idle w that cam profile.

If it were me I would have the filter off w full access to all adjustments and all vacuum lines plugged.
With the engine cold I would adjust the choke to just touch being closed.
I would make sure the accelerator pump is working.
Pump it three times.
Start the engine and see where the choke is...
