I've never known it's purpose other than to collect dirt/debris and rust out before the rest of the inner fender does. IDK why GM did that -
Cdncarnut replied to the thread smog equip. any value/interest ?.My '80 Blazer still has all of it's original smog equipment. At 46 years old, it is nice to have it all original under the hood.

It kinda looks like the fiber optic for the ashtray/lighter.
