Cruise Control Servo

Trying to rebuild the cruise servo on my 87 TBI engine. The sandpaper looking stuff that wraps around the magnetic wire just disintegrates with the slightest touch. What is this material and what would be a good substitute? And what are you all using for the filter material below the plunger?

I think these GM cruise control servos are nearly universal across GM vehicles, so it might be easier to just find one in the junkyard that works better. Even aftermarket should work fine (they were a common dealer added option), but it might have a different shape or mounting points.

Just use electrical tape to replace the 'sandpaper' stuff and any foam type for below the plunger.

This is probably a dumb question, but where is that servo located? I have an 87 R10 Silverado, but it seems mine works off a diaphragm or something on the firewall. The metal part in it broke while in cruise control keeping the throttle wide open until I tapped up the metal part to the rod.I'll attach a Pic.
