steering column shift collar orientation?

putting my dash back together. I understand how the shift indicator clips onto the collar on the column. my collar has three "clips? that presses into the main column neck. Do they need to be oriented one way or another when pressed inside the column? I can get everything mounted up, but as soon aas I shift, that collar just slips and the needle wire binds up.

I believe that plastic collar should have four clips, so one f them may be broken off.
