Pothole knocked my mirror out !

A few days ago after a major rainstorm I hit an invisible pothole covered with water. It was a pretty jarring whack. My wife noticed the glass in the passenger side mirror was dangling by a thread. She rolled the window down and snatched it before gravity got it.

Looking at it, it looks like the glass is held in with some funky adhesive looking stuff resembling plumbers putty?

Anybody know how these were put together? I suppose some giant globs of silicone might do the job?
