    hard to say. the code may have a clue to follow...let us know what it is. I did have a TCC solenoid go bad. it had a crack. had no issues if the converter never locked. but once it locked, it wouldn't fully unlock and idle was very surgey and rough until i turned it off and restarted the truck.

    1990, I think, is VSS. but i am not 100% on a 2500. if it is VSS and no codes being thrown and cruise works i would strongly suspect the speedo gauge itself is the problem. because if the VSS were not sending the signal to the ECM, and code would be thrown.

    There should already be a test lead off the relay to apply 12v that will turn on the fuel pump and bypass the relay. Red wire, if I remember right.

    how does the reading at the O2 sensor, if you backprobe it, compare to winALDL? wondering if you are probing the wrong pin? some 454, I think, were set up to idle in open loop. that wouldn't explain why it wouldn't hit closed loop when off idle, especially if winALDL is showing the O2 voltage...

    there should be a flex line downstream of the filter. i just flexed it to install a similar adapter from actron and I've left it in place for a couple years now with no issues. i did find a threaded cap at the parts store to fit the test port to keep it clean.

    you need a voltmeter at a minimum. getting a ALDL cable and finding a way to see data with tunerpro on a computer or ALDLDroid on your phone to know what the computer is doing would be a huge bonus. most shops won't be able to read OBD1 computer....so they will be hit or miss unless you luck out...

    0.3 is a little too low. anywhere from 0.5 to as high as 1.0 or so is fine for the low end, with 0.5-0.7 as the sweet spot. high end anything about low 4s to 5.0v is fine.

    Without a voltmeter you are shooting in the dark a little bit. But you'd want to bend it toward the cab, I think, to reduce the voltage at idle.
