Ok so after troubleshooting the electric choke I have determined the following. If I remove the cap completely it can move the lever manually and it opens and close the choke. It's a little stiff but I wouldn't say it's ridiculous. It has 14.4 v in the run position, pretty steady might I add...- John81287

HELP 79 gmc 454/sm465/205 clutch problem
From that explanation I would look at the bolt length, might sound simple but it's a simple fix too. Spend a few dollars on the correct bolts and see if that changes anything. Ok guys it's been a few days and I've finally had some real time to mess with this thing. Here's what I found out the truck in drive is idling around 650 rpm and sits about 14 hg for vacuum pressure.
